Chairwoman Natalie Milian Orbis and committee members agreed to advance discussion of item 3B to the next full commission meeting after questions about the purchase price and the lack of a detailed cost breakdown.
A commissioner asked for a clearer accounting of the roughly $19,000,000 line item, saying "when there's an $18,000,000 spend with no details on the breakdown" the board should see more supporting material. Jason Fernandez of Miami‑Dade Fire Rescue told the committee the item covers 75 defibrillators "approximately $40,000 each" and also includes stretchers and consumables; he said the department purchased other units under an adjacent contract and this item funds the remaining operational units.
Committee members probed timing and need. Fernandez said the department's last comparable purchase was "12 years ago" and that current units are end of life. Namira Opal, speaking for procurement/administration, said the advanced life‑pack defibrillators "range anywhere between 35 to $50,000" and named Stryker and ZOLL as typical vendors.
The unnamed commissioner pressing the issue said the packet contained only seven pages of detail and asked procurement to provide bid comparisons and any negotiations that could yield savings "without compromising what our first responders need." Staff agreed to supply supplemental information to committee members and the commission. Chief Edwards asked that the item be moved to the next commission meeting to satisfy procurement timing; the committee approved that motion and voted in favor. The committee then adjourned.
Next steps: staff will submit the supplemental procurement materials requested by the committee before the item is heard by the full commission.
