Administration staff told the Infrastructure, Innovation and Technology Committee that the utility service fee fund (USF) holds approximately $181,000,000 and that about $125,000,000 of that is already programmed into capital projects.
A staff speaker noted that programmed amounts do not yet include certain liabilities such as foreclosure costs for North and South Dade landfills and preliminary remediation and long‑term care costs for a former waste‑to‑energy site, for which a preliminary figure of roughly $23,000,000 was mentioned. Commissioners said they needed a clear exhibit showing what the money is currently programmed for and a list of county‑owned parcels that might be eligible under the loan program.
The clarification on balances and programming informed debate over what portion of the fund could be considered "unencumbered" and therefore available for a loan pilot. Commissioners repeatedly asked the administration to provide a detailed work program and the list of affected properties before the ordinance is returned to committee or sent to the full Board for consideration.
