Key actions at the Infrastructure, Innovation and Technology Committee meeting:
• The committee set the agenda and moved it with the exception of Item 3C (motion passed by acclamation).
• The public hearing for Item 1g1 substitute (ordinance to establish an environmental remediation loan program using utility service fee funds) was opened, the title read, and closed with no public speakers.
• After extensive discussion about fund availability, eligibility (county‑owned fee‑simple parcels over 10 acres), interest and cap concerns, the committee deferred the item to the October committee meeting (Oct. 15) and requested the administration provide a work program, a recommended interest rate range and a per‑property cap (a "rate card") and update fiscal/social impact statements as needed.
• The meeting adjourned after staff housekeeping items were noted.
