"The public sector's role is narrower than people assume, making land available through a lease and, where appropriate, supporting infrastructure, not funding the homes outright," she said, and asked staff to point her to the right contacts to evaluate whether public parcels could support a pilot.
The chair asked staff to follow up; Vignale told the committee she has manufacturers lined up and asked for a staff evaluation and guidance on ship/ground lease pathways. The request for staff follow‑up does not bind the county to provide land or funding; it asks only for an assessment of feasibility.
