The West Bend Plan Commission approved a zoning map amendment (ZPU26006) for a 72.3‑acre planned unit development proposed by developer Scott Simon at its special meeting Sept. 10. The commission approved the request with the conditions included in staff materials and one supplemental handout, voting 5‑3.
Staff read the amendment into the record and provided parcel and tax key details before the developer presented the proposal. Scott Simon told commissioners the project would include a mix of housing types along with parks and trails, and staff summarized the list of eight conditions that would be included in the agreement to be forwarded to city council. During questioning commissioners pressed the developer and staff on snow‑storage plans, driveway and alley spacing, a requested height exception, and whether phasing would meet water‑utility looping needs. "It's 88 single family, a 132 single story ranch villa homes, and a 130 of the terrace homes," Simon said during his presentation, and staff clarified the requested zoning exceptions and fire‑safety conditions that would apply.
The motion to approve was made and seconded, and the chair called a roll call. The meeting minutes record the outcome as "Motion carries 5 to 3." The developer and staff were thanked, and the mayor adjourned the meeting.
