County staff asked commissioners to authorize the chairman to execute an independent-contractor agreement with Transcor LLC for traffic-signal maintenance and repairs, using a piggyback to an existing FDOT contract. The board approved the action unanimously after minor language changes to identify the county project manager.
Justin Nelson explained the piggyback approach and said the board would be given a not-to-exceed amount tied to the FDOT contract. Commissioners stressed that the county had experienced recurring signal problems, cited an underground loop that was cut during FDOT-era work at the high school, and asked staff to pursue repairs promptly. "What we have is not working," one commissioner said, urging staff to ensure services are responsive.
Nelson said FDOT is negotiating with a utility contractor for the cut loop but staff will also expedite repairs using the new contract if necessary and will include a designated county project manager in the contract language as requested.
