Chambers County commissioners voted to award the South Main Street overlay contract to Gulf Coast after county staff recommended the firm for its materials testing and certified-laboratory capabilities. "It is engineering recommendation that we go with Gulf Coast, which is the 2nd bidder, not the lowest," the county engineer said during the meeting.
The engineer and other speakers told the court Gulf Coast's proposal was roughly $21,000 above the lowest bid, but they argued the higher price was justified by the quality of equipment and on-site testing. Commissioners said the contract is "right at 1.4" million dollars; a speaker clarified the figure as $1.39 million. The contractor's letter, cited by staff, promised a 30-day turnaround to complete the work.
The chair recorded the motion and the court approved the award. "Those in favor? Aye," the chair said after a motion and second; the chair then declared the motion carried. The chair also instructed staff to obtain exact start dates from the contractor and publish them to the public once confirmed.
The court's discussion emphasized materials quality, testing and schedule certainty as the main reasons for selecting Gulf Coast over the lower bidder.
