The draft includes a commercial catalyst program that makes up to 850,000 square feet of medical and life‑science gross floor area eligible for a 50% reduction in mandatory housing-affordability fees for the first phase; staff said the program is modeled on a similar Wilburton structure but streamlined.
Staff also proposed a targeted height bonus for sites owned or controlled by Sound Transit. Because Sound Transit has a policy that surplus property be developed primarily for affordable housing (with an 80% affordable‑housing target at 80% AMI for surplus parcels noted by staff), the code would allow such Sound Transit-controlled lots to reach 100 feet (from a lower GC district cap) to enable midrise affordable housing. Charlie Engle said the intent is to align the code to enable Sound Transit surplus sites to be developed for housing when the surplussing process occurs.
