Caleb Callender, budget and policy analyst for the Education & Workforce Development Committee, summarized the package of county bills that form the legislative foundation for the work group's work.
Callender said CB14 would establish a county childcare navigator to coordinate agencies and help providers with licensing and inspections; CB15 would create a childcare facilities grant program prioritizing providers that serve high shares of low‑income children and require recipients to serve in the county for at least three years; CB16 would create a scholarship program for families with 0–3 year olds with household income eligibility set at less than 30% of the median family income for the DMV area (noted roughly around $50,000); CB17 would fund those programs through portions of the Quality of Life Fund; and CB18 would add protections so parents are not penalized for breaking enrollment contracts under hardship conditions such as involuntary job loss, death, or deportation.
"The navigator will assist providers with matters related to licensing and inspection of facilities while also planning for the expansion of child care across the county," Callender said. The analyst recommended members familiarize themselves with the package so the work group can align final recommendations to these bills and to state legislative asks.
