The Park City Planning Commission heard a detailed work‑session presentation on Sept. 9 about a proposed redevelopment of a city‑owned 5‑acre parcel at the southwest corner of Kearns Boulevard and Bonanza Drive.
Nan Larson, senior planning staff, told commissioners the project would be built through a public‑private partnership and would include seven buildings with mixed uses: deed‑restricted affordable housing, market units, over 30,000 square feet of retail and restaurant space, a nonprofit arts building, a small amphitheater and a childcare center. Larson said the site sits in the frontage protection zone, which requires a 30‑foot setback along Kearns Boulevard and a conditional use permit for construction within the FPZ.
Developer Steve Swisher (GTS Development) described the design as a "village green" concept with multiple breezeways and ground‑floor retail arranged to be porous to pedestrians. "We set up the layout to be welcoming to the public," Swisher said, noting design elements intended to buffer traffic noise and winter winds and program the central plaza with daily activity.
The commission did not make final decisions at the work session but provided direction on multiple issues, including roof pitch, parking supply, transportation demand management (TDM) measures and the sequence of required approvals. Staff committed to provide supplemental materials on parking calculations, TDM evidence, and excavation/remediation plans at the next hearing so commissioners can complete findings for various permits.
