Brian Blair, the city's property environmental services manager, told the commission the city has enrolled the site in Utah Department of Environmental Quality's voluntary cleanup program (VCP) and is preparing site management documents and oversight consultant scopes. "We're currently enrolled in a voluntary cleanup program with the Utah Department of Environmental Quality," Blair said, and added the program requires state review and approval of remedial plans before excavation.
Blair and the applicant discussed sampling and remediation history; Blair gave an estimate of roughly 28,000 cubic yards of potentially contaminated material based on existing testing but emphasized the exact quantity depends on excavation depth and final parking/garage design. Commissioners requested a written excavation plan detailing cubic‑yard estimates, estimated truck trips, routes, timing (hours/days), traffic/dust controls and proposed disposal facilities, noting those details inform CUP and MPD findings and construction permitting.
