The board discussed several outreach and noticing reforms staff plans to take to a joint session with the City Commission, including adding a 'PHP' marker on Orange County's property appraiser site, reducing paper and mailing costs for individual historic-designation notices, and using a uniform, easily identifiable yard sign.
Staff said the PHP marker would append to zoning-district listings so that properties on the city's potential historic list are visible earlier in real-estate workflows, and noted the sign-in-yard combined with a mailed notice remains the most effective method for neighbor notification. "So adding that PHP after the zoning district," staff said, describing the county-appraiser marker concept. Board members supported trimming expensive newspaper notices and exploring a short-notice yard-sign option and an informational survey for owners to learn why they have not placed eligible homes on the register.
Members emphasized careful wording for any survey and that any contractor/insurance referral list should not read as an endorsement. Staff will remove some notice bullet points for the commission packet and return with draft language and sample signage options for review.
