The board discussed a proposed 90‑day demolition delay for properties listed on Winter Park's potential historic list and the process for evaluating alternatives. Staff recommended the 90‑day clock begin after the property has been heard by the Historic Preservation Board, to avoid unintentionally shortening the review window when an applicant's filing timing varies.
Board members backed requiring applicants to present evidence that rehabilitation, adaptive reuse or relocation had been considered before demolition would proceed. "They come to us with some sort of data, which I think is what we were looking for at the 250 Virginia discussion. We all wanted to see that structural report and we didn't have it," staff said, recommending a written explanation and structural documentation showing why preservation is infeasible.
Members said the change would give the board time to evaluate alternatives and reduce the risk of being "blindsided" by an imminent demo, but noted narrow exceptions and filtering are necessary so clearly unsalvageable structures are not unduly delayed. Staff will include the proposed 90‑day start rule and the alternative-analysis requirement in the packet for the Sept. 24 joint work session.
