Nancy Nesbitt, representing Dutch Point Credit Union, said the credit union needs a visible, modern branch on Washington Street with drive-through service to better serve members; she described the credit union's history in Middletown and requested support for a standalone branch building. Architect representatives showed materials and a Wethersfield prototype; the design uses metal panels, hardy-board panels and Azek TimberTech rain-screen details and will include anodized-bronze window frames.
Patrick Doherty described access and grading: the two properties will share a main access at the existing signal (to be modified), a secondary right-turn-only egress will limit left-turn conflicts, and accessible sidewalks at no more than 5% grade will be provided. The board discussed colors and elevations and asked that final color and material samples be submitted to staff. The commission moved, seconded and approved item 4.4 (the 2,500 sq ft credit-union building and demolition of the existing dwelling at 809 Washington St.) by voice vote; the transcript does not show a numeric roll-call tally.
