Missouri City’s Planning and Zoning Commission voted Sept. 9 to approve staff’s proposed amendment to the Major Thoroughfare Plan that removes two alternate north–south routes in the Sienna area after staff said North South Route 1 is now likely to be constructed.
City Engineer Vincenzo Carrazza told commissioners the Houston‑Galveston Area Council (HGAC) confirmed the city’s Sienna corridor plan was included in its 2026–27 Unified Planning Work Program and that HGAC will develop a plan focused on short‑term (1–5 year) thoroughfare projects including Bees Passage Bridge, the north–south routes and Miller Road south connection. "Recent developments, however, have resulted in the North South Route 1 being highly likely to be constructed," Carrazza said, describing the removal of Routes 2 and 3 as a logical update that will be triggered when Route 1 is built.
Staff outlined the next steps after a plan update — conceptual studies, securing funding, right‑of‑way or land acquisition, then design and construction — and noted the Major Thoroughfare Plan was last updated in May 2026. After the presentation the commission moved, seconded and carried a motion to approve forwarding the amendment for City Council public hearing and ordinance reading.
