Planning staff presented a use-permit application for Island Pacific Market to sell beer and wine for off-site consumption at 2100 North Park Boulevard, describing the proposed display (about 96 square feet of shelving) and the ancillary nature of the request to the overall grocery operation. Staff said the store must obtain the PCN (determination of public convenience and necessity) required by the ABC and meet conditions including signage, loitering prohibitions and required employee training (LEAD for off-sale operations). "This application would require a type 20 ABC license, which is for off sale beer and wine," staff said.
Aniseta Costamiro, a manager at Island Pacific (speaker 5), said the chain enforces a strict "no ID, no beer, and liquor regardless of your age" policy and that cashiers will be trained to check identification. Commissioners focused on placement and visibility of the display (by the vegetables and near the cashier) and loitering controls; after conditions were discussed the commission moved and voted to approve Planning Application 204, subject to the conditions recorded in staff's resolution.
