The Caroline County Planning Commission reviewed the draft Greensboro 2050 comprehensive plan and largely endorsed its emphasis on infill and town‑center redevelopment while flagging several technical clarifications for the town to address.
Staff said the plan shifts Greensboro’s emphasis “rather than growing outward, looking at infill and existing area improvements,” and praised its goals for mixed‑use development, façade improvements and smaller housing types. “We really felt it was a a great plan, very well written,” a staff presenter said.
A key substantive comment from staff concerned wastewater capacity: the commission asked the town to explicitly account for a portion of capacity owned by a neighboring jurisdiction. “We requested some updated pieces of info on the regional wastewater system in the town just establishing that 52,000 gallons of their capacity is actually owned by Goldsboro,” staff said, noting that capacity owned by Goldsboro cannot be counted toward Greensboro’s available capacity for infill development.
Commissioners also raised readability and user‑experience points (for example, placing maps adjacent to the text that references them) and asked staff to collect comparative owner‑occupied versus renter‑occupied housing data from nearby towns. Staff said it would forward those editorial and technical comments to Greensboro and noted the town had already made several substantive edits and returned a revised draft.
