Hampton City Council on Sept. 9 unanimously directed staff to finalize the city’s FY2025 Consolidated Annual Performance and Evaluation Report (CAPER) and submit it to the U.S. Department of Housing and Urban Development by the Sept. 30 deadline.
Travis Rash, the city’s chief neighborhood development specialist, presented the CAPER covering July 1, 2025, through June 30, 2026, and described how the city used Community Development Block Grant (CDBG) and HOME Investment Partnership funds. Rash told council, “we received a total of $1,386,643 for community development block grama funds. We received $897,498 and we also received just over $200 of program income” for HOME, and he reported that the city met or exceeded most program-year goals (for example, housing services served 43 households against a goal of 21).
Rash said the CAPER was posted for a 15-day public comment period that opened Aug. 25 and closed the night of the meeting. With no public speakers signed up on the CAPER item, a councilmember moved to have staff incorporate any public comments and finalize the CAPER for submission to HUD; the motion passed on a unanimous roll-call vote.
Council did not adopt additional program changes at the meeting; staff said public comments received during the posted comment period will be included in the CAPER package submitted to HUD.
