Fire Chief Jonathan Fraser outlined the program's revenue mechanics, saying Digitech collects a 4% fee on non‑Medicaid transports, a $12,000 annual flat rate for Medicaid-like accounts, and additional percentages for PEMT (6%) and MCO (3%) where applicable; the city’s net revenue recovery has increased in recent years from about 70.1% to a projected 77.5% in fiscal year 2026. Fraser told the commission the contract contains a compensation cap that would not exceed $300,000 per year. After staff answered procedural questions and there were no public speakers on the item, the roll call vote passed 5–0.
