HANOVER COUNTY, Va. — The Hanover County Economic Development Authority approved its July 8, 2026 meeting minutes and voted to convene a closed session before certifying the closed meeting under state law.
Chairman Trey Hayden asked for a motion to approve the July 8, 2026 minutes "as written." Ms. Elizabeth Rafferty moved to approve and Mr. Ed Kieper seconded; members recorded Aye votes and the motion carried. The board then moved on to a motion to convene a closed meeting under the Virginia Code. "The Economic Development Authority of the County of Hanover, Virginia convene a closed meeting pursuant to Virginia Code 2.2-3711(A)," the resolution read, citing subsections for real property acquisition/disposition and discussion of prospective business where open discussion would harm bargaining position.
The motion to adopt Resolution 2026-13 was seconded by Mr. Kieper and approved by recorded Aye votes from the members present. After members met in closed session, Chairman Hayden moved to adopt Resolution 2026-14 to certify, under the Virginia Freedom of Information Act, that only matters lawfully exempted were discussed; Ms. Rafferty seconded the motion, which was approved by recorded Aye votes. The Authority adjourned at 9:06 a.m. The next meeting is scheduled for Sept. 9, 2026 at 7:30 a.m.
