The Butler County Board of Commissioners opened a public hearing on RZC 1705, a package of proposed amendments to the county's rural zoning resolution, and heard a staff presentation before moving to deliberations.
Planning staff said they had worked on the amendments for about a year and that the Rural Zoning Commission initiated the recommendations in November; staff provided a two-page summary with red-and-blue text showing changes and their potential impacts. "Staff has been working on these for about a year now," the Planning representative said.
During discussion commissioners raised procedural and substantive concerns. One commissioner urged the board to "terminate this whole process and start it over" if the scope and origins of changes were unclear; another warned that changing one rule should prompt removal of several others to avoid overregulation. Commissioners repeatedly questioned specific provisions, including a suggested rule that would treat above-ground pools the same as in-ground pools and a recommendation to allow chickens in residential neighborhoods.
Planning staff responded that the rationale for addressing above-ground pools was that they may have "more of a visual impact on neighboring properties" than in-ground pools and that current regulations only address in-ground pools. Commissioners said they were not convinced by piecemeal fixes and called for a broader review that would weigh impacts countywide.
After closing the public hearing and taking comments, a motion to deny the petition to adopt RZC 1705 was made, seconded and approved on roll call. The clerk recorded affirmative votes, and the board will return the resolution for further consideration rather than adopting the amendments immediately.
