County staff presented resolutions to accept FY25 State Homeland Security Program and Emergency Management Preparedness Grant funds and to amend a contract with Crawford Associates to develop a Mass Fatality Plan annex, a family assistance plan and to run a tabletop exercise.
Committee members asked whether the $40,001.53 county match cited in one grant would create ongoing positions. Staff clarified it would not: "We don't have any positions that are grant funded. Everything's all through the county," and explained the match is met by utilizing existing staff time. On the Crawford amendment, staff said it is logical to use Crawford because the firm developed the original incident command hierarchy; the work will be paid with FY25 grant funds and Crawford structured pricing to include tabletop exercises and optional 12-month renewals without additional cost.
The committee moved the grant acceptances and the contract amendment in block and members voiced approval.
