During capital-projects discussion, board members debated whether to earmark $250,000 for Hawkins Peak communications infrastructure or to keep the money in a more general capital reserve (fund 602) until a final scope and negotiated vendor commitments are in hand.
Supervisor (S7) warned that lithium battery systems at elevation may have shorter service lives and said his research suggests replacements every 7–15 years, a recurring cost he does not want the county to shoulder without longer vendor commitments. Sam Booth and Matt McSally recommended placing the funds in a general capital-outlay/602 fund as a working balance so the county has resources available without prejudicing negotiations with Verizon and other users.
The board reached consensus to reserve the funds in capital fund 602 rather than assign them specifically to Hawkins Peak at this time and requested further staff work on contract lengths, potential partner contributions and technical options (including 5G alternatives and battery vs. powered options).
