A commissioner asked staff whether the parcel tied to the postponed case was near any body of water. Planning staff explained that the engineering firm Benchmark Group conducted a field delineation and classified the feature as a perennial water source, which triggers a buffer.
"The engineering group Benchmark Group prepared the site plan, did a field delineation, and it was based upon their delineation that the wetlands or water feature present would be classified as perennial water source, which would have a buffer associated with it," Tom said. He added that the feature "doesn't even show up on our GIS;" staff offered local context that historical drainage ditches and a high water table in that area often create persistent wet features.
Commissioners asked clarifying questions about contiguity to other water bodies and whether the lot was unusual; staff said many lots in the area are low and wet and that the delineation was based on the field work the engineering firm completed. The exchange underscored the technical nature of buffer determinations and that engineering reports, not only GIS layers, drive permitting decisions.
