The board held a public hearing on item D8, an amendment to the Barefoot Bay Services rate resolution for the Barefoot Bay Water and Sewer District. Several residents urged the county to roll back rates to 2025 levels and to accelerate planned integration once bond obligations are satisfied.
"We are in favor of the rollback of 2025 rates by 5.15% with no further rate increases through 2030," said Sydney James during public comment, adding questions about the district's compliance with the state Department of Environmental Protection and whether fines were being paid. Hannah Wielander and John Requay echoed calls for rollback and earlier integration, noting the prevalence of low-income retirees in the district and presenting petitions supporting earlier action.
Commissioner Atkinson moved to approve the Barefoot Bay Utility Service rate resolution, which the board described as reducing and maintaining the rate and scheduling a sunset and integration into the countywide system by 12/31/2029; the motion carried unanimously.
Why it matters: Barefoot Bay customers are often on fixed incomes, and rate-setting decisions affect affordability and whether the district will be integrated into the countywide water-and-sewer system. Public commenters asked for explicit answers on DEP compliance and for staff to analyze earlier integration options so customers could gain relief sooner.
