The court authorized execution of a 1st amendment to the 2024–2027 collective bargaining agreement between Hays County and the Hays County Law Enforcement Association (HCLA) that updates the year‑3 pay plan.
Jordan Powell, civil first assistant, summarized the bargaining process and said negotiated changes include a small cost‑of‑living adjustment and pay‑parity adjustments across tracks. Budget figures presented showed percentage increases ranging from roughly 2.38% to 3.67% for deputy/operating tracks, 2.9% to 3.67% for the constable track and a roughly 3.5% increase for some ECO manager positions; the county's budget officer confirmed those ranges.
Representatives from the bargaining team, the sheriff's office and CLEAT (Combined Law Enforcement Associations of Texas) spoke in support of the agreement and thanked staff for the negotiation work. The court voted on the motion and the roll call recorded approval.
