Staff described the proposed resolution as including a 60% AMI income threshold and a disability requirement. Councilmember Dean moved to remove the income requirement and make eligibility based on disability or age 65 or older. The proposal prompted questions about verification, self‑certification and the program's scale. Councilmember Dean argued for removing income limits: "I would recommend we remove the income requirement and that way if somebody can qualify for this, if they have a physical disability or if they meet an age requirement of 65." Supporters worried the original approach would exclude people in need; opponents warned of administrative burden and misuse.
The amendment to remove the income requirement failed on a voice vote. Council then considered the original resolution as presented; that motion likewise failed on a 3–2 vote. Mayor Senden said the item will be returned to a future meeting for further refinement. Staff will bring revised language and options for verification and pilot parameters.
