Lucina Alvarado, who owns a radio station near the Florida Turnpike in the Mineola/Monteverde area, told commissioners that Hills of Monteverde had blocked an easement to her property with landscaping, signs and a recently installed fence, leaving her without direct access and hampering a sheriff's response to a prior vandalism incident.
Alvarado said public records ("book 14 94, page 14") and prior staff discussions indicated a stabilized driveway connection had been granted; she told the board the development "has been blocking the easement access to our property" and asked the county to review the case. County staff said public works surveyed the easement, overlaid the record and found landscape buffering; staff reported the trees were removed, a sign was cited by code enforcement and that any fence located inside the recorded easement would have to be removed. County staff stated they would follow up with enforcement to restore owner access.
Commissioners asked staff to work the matter promptly so Alvarado can safely access her property and meet law enforcement without having to cross private property. No formal action was recorded beyond staff follow‑up and code enforcement citations.
