Cody warned commissioners that recent state rules limit how many times developers must appear before local bodies and can shift final land-use authority to staff once state timelines trigger, advising the commission to consult the city attorney and consider a zoning administrator. He said the county enforces building-code items — foundations, footings, NFPA/fire requirements — while the city must determine compliance with local ordinances such as setbacks, parking and landscaping: "We will never issue a permit unless you guys have authorized it." Cody also suggested a 30-day compliance-and-enforcement timeline and offered to help streamline routine permits such as emergency meter replacements through the county portal.
