The City Council approved the first reading of an ordinance to rezone roughly 8.5 acres as Planned Development (PD 120) to allow a detention pond with public amenities.
Assistant Planning Director Starai told council the PD would regulate development on approximately 8.5 acres and allow a detention pond, park features, pedestrian amenities, a food‑truck courtyard and future activation pads; the detention pond must be kept at a minimum depth of 4 feet and include a paved walking path, and architectural rules require a water fountain and seating. Starai said staff received no written protests and the planning and zoning commission recommended approval.
Council Member Oderkirk pressed whether the base ordinance locked in enhancements such as additional fountains and pergolas. David Gwyn, economic development, said "this is the base" and that an enhancement package is under negotiation; he said the developer is committed and staff intends to align the enhancements with the second reading. The site is at the corner of Vicksburg and State Highway 6, adjacent to a Sprouts‑anchored retail area and Cinemark, staff said.
Council moved on a motion by Council Member Oderkirk, seconded by Mayor Pro Tem Clauser; the motion carried unanimously on first reading. Staff said there will be additional costs associated with enhancements and that final costs must be settled before the second reading.
