City staff showed the council a schematic floor plan that increases animal capacity and recommends adding clinical and storage space to support operations.
The presenter said current canine capacity in the building is 41 dog runs and the new design provides a flexible configuration "anywhere from 49 to 85" runs depending on how gates subdivide spaces; cat capacity would rise from 51 to about 80. Staff described three priority additions: expanded office space to allow program growth, an on‑site clinical (surgical) suite to guarantee sterilizations, and climate‑controlled storage for donations and supplies.
On the need for an on‑site surgical suite, staff cited the limits of a mobile clinic: "We do have a contract with Aggieland Humane who has a mobile clinic that comes to our facility every Monday. But what we want to do is there's no guarantee how long because it is mobile," the presenter said, arguing that permanent clinical space would provide more control and resilience. The council did not vote; staff will return with procurement steps.
