The board approved recommending Paradigm as the owner's representative for Haley Elementary and authorized the superintendent to negotiate a contract in consultation with legal counsel and the board chair. The superintendent and a presenter described the RFQ process: three firms responded, two were interviewed and the board had unanimous consensus to move forward with Paradigm.
"We had 3 firms who... 2 came to the walk through at Haley Elementary... and then we received 3 responsive submittals," a presenter said of the selection process. Architects from the Hummel/Hubble team presented two schedule options tied to the timing of a May levy: option 1 pauses full design until levy passage and results in occupancy in October 2029; option 2 advances early design work prior to the vote, which reduces occupancy to June 2029 but creates the financial risk of paying for design work if the levy fails.
Presenters emphasized deliverables to support a successful levy — conceptual designs, community meetings (three planned), cost estimates, and renderings — and recommended the board pick an option at the October meeting. Trustees discussed the tradeoffs of risk versus community engagement and the need for materials to support voter outreach.
