The board considered a proposed resolution — first drafted and approved by Coeur d'Alene School District — that would amend Idaho law to extend the allowable term for supplemental levies beyond the current two‑year limit. The superintendent explained the three common levy types and said supplemental levies are currently limited to two years under state statute, which forces districts to return frequently to voters for recurring operating support.
"This resolution... expands that term from 2 to a maximum of 4 years, which provides greater stability for school districts so they're not coming back to voters every 2 years," the superintendent said. Trustees discussed the political likelihood of legislative change, past efforts to extend terms, and the tradeoffs of property‑tax shifts and local control. A trustee moved to cosponsor the resolution (the motion was seconded), and the motion carried by voice vote.
Trustees noted the resolution does not change local voter approval requirements — it simply would allow districts to place longer supplemental levies on the ballot if statute were amended. The board requested staff track outreach and potential legislative timelines.
