Multiple residents and business owners addressed the council during public comment about safety and parking on Garvey Avenue and nearby intersections.
Mr. Lyons described a late‑night incident during a power outage that led him to praise local deputies and urge the city to consider physical traffic calming measures—painting lines, adding landscaping, or other visual cues—near blind corners such as Arica and Mission to slow motorists. "If they can take a look at that and see if they could paint a line there, maybe make the sheriff's aware, maybe put a motorcycle officer there," he said. Several business owners told council they were "appalled" at proposals that might reduce parking and warned of negative impacts on customer access.
Supporters of the transit pilot, including a longtime bus user, countered that improved bus reliability, curb‑running peak‑hour lanes and signal priority could benefit residents who rely on transit—seniors, students and low‑income riders—while preserving parking during off‑peak hours. The council's final resolution emphasized peak‑hour implementation, HOV access and a demonstrated ability to revert to the status quo if the pilot creates undue harm.
