Council opened a public hearing on proposed amendments to the Loomis Municipal Code on accessory dwelling units and considered staff's recommendation to formally readopt ordinance language that had been enacted earlier under urgency authority.
Planning staff member Christian told the council that although the language has been in effect since June 9, state requirements for urgency ordinances require readoption through the regular process (Planning Commission review and then first and second readings). He said the Planning Commission adopted the same language on Aug. 25 and staff recommended introducing and waiving first reading and finding the action statutorily exempt from CEQA (Public Resources Code section 21080.17).
Council discussed a typographical error in the staff packet and resolved it; no public testimony was received. On motion, council voted by roll call to introduce and waive the first reading and proceed with the formal re‑adoption process. The staff presentation explicitly reminded the council that the town cannot impose standards stricter than state law.
