Levy County commissioners voted to reimpose roadway maintenance assessments and to resume billing subdivisions that had stopped being charged in recent years, a move that generated sustained board discussion about account history and homeowner notice.
Staff explained the roadway maintenance assessment role and said the counties historically charge the MSBU assessments annually. Commissioners and members of the public questioned why 11 subdivisions were not billed for several years, and raised concerns about parcels that had been drawn to zero while maintenance work continued. Road department staff said data were incomplete and recommended a new study of MSBUs to evaluate fairness and alternative funding options; staff also offered to send postcards to affected property owners ahead of billing.
Board members asked staff for an accounting of prior maintenance and the financial impact if collections were delayed for another year. Road department staff estimated the funding gap for the affected subdivisions was significant and said the general fund would otherwise have to absorb the cost. After debate the board approved the roadway maintenance assessment resolution and asked staff to provide the results of a more detailed MSBU study before the next assessment cycle.
