County Engineer Todd Kinney reviewed project progress and timelines in a work session Sept. 8, including the O'Brien bridge (deck pour imminent though the contractor is running behind), Hannon Road and several resurfacing and culvert projects. Kinney said the county is completing closeouts on federally aided projects and expects the O'Brien bridge deck pour within weeks if labor is available.
Kinney also described a sign‑and‑video analysis to identify county road segments that currently lack reduced speed postings; colored mapping showed roughly 100 miles out of about 460 paved miles that might be candidates for a 60 mph posting subject to engineering criteria. He said staff would evaluate curvature, sight distance and shoulder width and return with a formal resolution recommending specific segments for posting. Supervisors asked that the maps and material be added to meeting documents so the public can review them prior to any posting decisions.
Kinney raised separate operational items — Kenkel Lane bridge substructure using driven piles and potential use of used beams, a slip‑lining project with minimal disruption, and timing details for Oakland Farms culvert work. Supervisors pressed for oversight on the O'Brien bridge contractor’s staffing and surface finishing as well as clarity about jurisdictional responsibilities when county work interfaces with city maintenance.
