"I'm gonna make a motion to reject the plan from Coffeyville," one commissioner said during the meeting; the motion was seconded and carried on a recorded roll call with two commissioners voting in favor of rejection and one opposed.
Staff explained the administrative complexity of amending city plans (requiring negotiations among taxing entities) and noted that existing plans expire at different times, making countywide harmonization time-consuming. Commissioners said they want parity across cities while safeguarding county finances and requested further interlocal discussions.
