Board members spent an extended portion of the meeting reviewing drainage issues near the racetrack and structures by Kaufman's Market that were intended to relieve groundwater. The Chair (Speaker 1) and committee members described slope and elevation constraints and said the Main Street storm drain may be too shallow to capture newly added flows caused by fill and the racetrack.
Committee member (Speaker 2) summarized the intended approach: measure the slope and elevation, then see whether a diversion to the northbound storm system toward Bryce could be made ‘‘to make it as cost efficient as possible without turning up roads and putting a lot of new tile.’’ Members said Paul would try to measure the Main Street drain depth and that as-built drawings would be most useful to determine where the drain stops.
The board discussed the possibility of diverting flows to the East Creek as an alternative if local diversions were infeasible. No formal directive to hire outside engineers was given; members opted to wait for Paul’s measurements and to revisit the question. The discussion underscored concerns that previous Main Street design decisions (work near Monroe Street and raising the drain to cross tracks) changed drainage patterns and may limit capture of new runoff.
