A landowner (Speaker 4) asked whether he could move a pile of material (about a one-ton dump-truck load) from the Cagris Ditch so he could begin farming. The board discussed permissions and said the county surveyor should be notified before hooking into the county main.
Committee members explained that county mains were designed decades ago for fewer tile connections and that more intensive modern tiling can overload those mains, which may require upsizing (larger tile) and can lead to higher assessments. Members cautioned that while the county surveyor usually needs to be notified, enforcement is typically first-come, first-served and the surveyor cannot always prohibit a hookup — but property owners who connect and later trigger upgrades could face higher assessments.
The board said they have been placing larger mains in new work (e.g., using 18-inch rather than 12-inch tile in some areas) to accommodate added flows. Members advised the resident to make the county surveyor aware of any planned hookups and noted that documentation (as-builts) may be useful for planning and load calculations.
