Chase Phillips, with the Indian Nations Council of Governments, presented the 2025 Consolidated Annual Performance and Evaluation Report (CAPER) for the Tulsa County HOME Consortium and urban county CDBG programs and opened the required public hearing. The board solicited public comment; no members of the public offered substantive remarks.
Phillips said the CAPER covers the program year that concluded on 06/30/2026 and summarized expenditures: "HOME consortium expended just under, 1,300,000 in HOME funds" that supported senior housing reconstruction in Bixby and about "$55,000 in HOME-ARP funds," while the urban county CDBG program spent roughly "$1,300,000" across four projects (three street projects and one waterline replacement) and "another just under 5,000 were spent in CDBG CV funds," leaving no CDBG-CV funds available. Phillips said the executive summary and the draft CAPER have been made available for public review.
The hearing is a HUD-required opportunity for public review and comment on how HOME and CDBG funds were used. The board took no further action at the hearing after the public-comment solicitation; the record shows the CAPER presentation and the open comment period with no verbal comments.
