The Franklin City School Board voted unanimously on Sept. 7 to designate Dr. Clint Walters, the assistant superintendent for operations, as acting Division Superintendent of Franklin City Public Schools effective immediately.
A board member read the resolution citing the resignation of Dr. Carlton Carter, effective Sept. 4, 2026, and statutory provisions requiring a designee when a vacancy occurs. In the motion, the board member said, "Now, therefore, be it resolved that the Franklin City School Board hereby designates doctor Clint Walters, currently serving as Assistant Superintendent of Operations as acting Division Superintendent of Franklin City Public Schools, effective immediately with full authority and responsibility to perform the powers and duties of the division superintendent as prescribed by law," language the board approved without further discussion.
The resolution referenced Virginia Code sections 22.1-58 and 22.1-70 and state regulation 8 VAC 23-93-0 as authority for the board's action. The chair authorized the execution of documents necessary to effectuate the designation. The board recorded an approving voice vote and declared the motion approved.
