County counsel and staff presented a Retellus study analyzing water and wastewater rates for county-owned utilities at Ellisville and Mason City. The consultant's initial schedule included large percentage increases in several readiness and commercial charges; counsel said the initial proposed increases ranged "as high as 154% in some categories" and that the board was not obliged to adopt the maximum recommended numbers.
After public discussion, a commissioner moved and the board approved a motion to set a 10% across-the-board increase as the preliminary upper bound that will be mailed in the statutorily required notices. County attorney Joel Foreman said the preliminary notice creates the new upper limit for the public notice process but does not force the board to raise rates to that maximum at the final hearing.
Foreman and staff told the board the process allows phasing or rolling adjustments and advised that the board could direct staff to model alternatives (e.g., 5% or 10% across the board) before the final hearing. The board directed staff to prepare notices and to return with a final hearing after mailing requirements are met.
