The county attorney said he had asked staff for the agenda backup showing whether the change order had been brought to the board; he could not locate evidence of prior board approval in the minutes or agenda backup. Given the uncertainty, the board voted to authorize a $20,000 payment to AgriLiquid and simultaneously directed counsel to investigate the approval history and return with a report on how the change order was processed and whether the payment was properly authorized.
Commissioners said they wanted transparency about economic-development incentives and change-order approvals before approving any future outlays; the county manager agreed to provide the packet and staff backup for board review.
