Task force staff presented a revised RFP (or RFQ) framework for an integrator to guide consolidation of existing PSAPs into a single operation.
Gary Crumpler (county emergency services director) said the RFP was adjusted so that "the items in red, we are allowed to touch and modify. And, generally, the items in black, we are not." He described edits that add facility-assessment language, include Fort Bragg partnerships, and shift evaluation weight from cost toward qualification and experience.
Dr. Manzel (city lead) described the RFP's five phases: project initiation, assessing current operations, future-state design and roadmapping, implementation support, and go-live/stabilization. She said each phase requires city and county approval before proceeding and that the initial contract term is two years, renewable for up to one additional year.
The task force asked managers and attorneys to circulate the updated RFQ/RFP for review and scheduled a follow-up meeting to begin a line-by-line review of the RFP on Sept. 16 at 3:30 p.m.
