The West Cocalico Township Board of Supervisors directed developer Landmark to proceed with designing its Summit Crossing subdivision using Option A, a 100-foot radius horizontal curve that the board said should be used to align the new stub street with neighboring development. Supervisors also took a series of roll-call motions on modification requests tied to the plan and on stormwater items.
At the meeting, the board approved a modification to Section 22-305.01 (Preliminary Plan Application) on the condition that the applicant provide the township a 180-day time extension, and approved multiple modifications for Blue Lake Road including curbing and sidewalks with conditions tied to tree counts and engineering review. By contrast, the board denied modification requests for Windy Mansion Road and denied a widening modification for West Main Street (SR 0897) while requiring installation of “no parking” signs along that route. The board approved a two-access-point modification conditioned on alignment with Option A and approved reverse-frontage planting buffer and metallic-marker provisions; it denied a joint-use driveway modification.
For stormwater items, the board postponed action on a storm sewer pipe-size modification until the plan is finalized; it approved a volume-control modification contingent on Pennsylvania Department of Environmental Protection (PA DEP) approval and approved an interior side-slope modification contingent on an approved hold-harmless agreement reviewed by the township solicitor. Most motions were moved by Jeff Sauder or Leon Eby and carried unanimously. The board asked the township engineer and emergency services to confirm horizontal alignment, flag-lot conditions and other engineering aspects before final plan approval.
The decisions set conditions the developer must meet before final plan signoff and leave several technical items pending final engineering review and state approvals.
