Council approves sale of city lot to Journey Home for $1

City staff presented a purchase-and-sale agreement to transfer a city-owned parcel adjacent to the Journey Home nonprofit for a nominal price consistent with prior council direction. Staff said the arrangement reflected earlier workshop discussion and council had indicated a desire to sell the parcel to Journey Home for $1.
