Todd Royce, director of the Division of Law Enforcement (DLE), briefed the council on consolidation progress and proposed improved reporting to the advisory council on outreach and enforcement activities. "We're thinking either quarterly or biannually," he said when proposing a regular report cadence for ride logs and enforcement activity data.
Council members raised that many OHV incidents go unreported if people self-transport to hospitals or do not disclose crash circumstances; Scott Wheeler noted hospitals do not always report every crash to DLE. Brody Johnson asked whether DLE could compile crash characteristics such as helmet use, seat-belt use or completion of safety training; Royce said the division can provide those statistics and suggested deeper reviews of serious or fatal crashes after investigations are complete.
Why this matters: Council members said better, regular data will help target education and prevention work and inform funding priorities for safety programs. Jacob Hinton confirmed the education program is collecting metrics on in-person and online course completions and can provide statewide figures to the council.
What happens next: DLE and the education team agreed to provide aggregated statistics on enforcement contacts, helmet/training metrics and counts of hands-on (in-person) vs. online safety instruction; the council asked for these to be presented in an upcoming meeting or via circulation by email.
