The board voted to accept PA Sites funding — instead of collecting allocation fees — to install a sanitary sewer trunk line to serve industrial properties at 7350 and 7356 Industrial Boulevard, with a condition limiting the waived allocation to 800,000 gallons per day.
Staff explained the arrangement would allow the developer to fund sewer upgrades (reducing upfront allocation-fee revenue to the township) while enabling substantial private investment in the area. Supervisors expressed concern about future flows and asked for a protective cap; one supervisor moved to amend the motion to cap the waived allocation at 800,000 gpd. The amendment passed. Township and authority staff explained that flows are monitored monthly and that persistent exceedances would trigger notices and potential purchase of additional allocation rights.
Board members also heard that the state is contributing significant funding to elements of the larger project and that LCA (local authority) upgrades are planned within two to three years to handle long-term higher flows. The board agreed the arrangement is appropriate given anticipated local benefits and the township's sewer-fund ability to absorb near-term concessions.
