Riley listed the principal due‑diligence questions: contamination screening for industrial parcels, geotechnical studies for subsurface conditions (lava tubes, unsuitable soils) on larger parcels, and SHPD review to identify any historic or cultural sites that could constrain development. "One of the big questions is ensuring that there is not contamination on the land or something that is so cost prohibitive that it would prevent development," he said. Staff said community outreach will be part of the due‑diligence process and that no acquisition will proceed without satisfactory study results and interagency concurrence.
